UGC - University Grants Commission

  • The UGC, was formally established in November 1956 as a statutory body of the Government of India through an Act of Parliament for the coordination, determination and maintenance of standards of university education in India
  • The head office of the UGC is located at New Delhi.

  • The first attempt to formulate a national system of education in India came In 1944, with the Report of the Central Advisory Board of Education on Post War Educational Development in India, also known as the Sargeant Report. It recommended the formation of a University Grants Committee,
  • The University Education Commission was set up in 1948 under the Chairmanship of Dr. S Radhakrishnan "to report on Indian university education and suggest improvements and extensions that might be desirable to suit the present and future needs and aspirations of the country". It recommended that the University Grants Committee be reconstituted on the general model of the University Grants Commission of the United Kingdom with a full-time Chairman and other members to be appointed from amongst educationists of repute.

The UGC's mandate includes:

  • Promoting and coordinating university education.
  • Determining and maintaining standards of teaching, examination and research in universities.
  • Framing regulations on minimum standards of education.
  • Monitoring developments in the field of collegiate and university education; disbursing grants to the universities and colleges.
  • Serving as a vital link between the Union and state governments and institutions of higher learning.
  • Advising the Central and State governments on the measures necessary for improvement of university education.

UGC Awards

  • UGC- Hari Om Ashram Trust Awards

            The University Grants Commission with the help of an endowment made by Hari Om Ashram             Trust, Nadiad, has instituted these awards to be awarded every year to outstanding scientists       from 1974 onwards.

  • UGC Swami Pranavananda Saraswati National Awards

            The University Grants Commission with the help of an endowment of Rs. 5.00 Lacs made by             Swami             Pranavananda Saraswati, Director, Yoga Societies in America, has instituted the             following awards being awarded every year from 1985 onwards for outstanding    scholarly/scientific work which has made important contributions to human knowledge and has           thrown light on the problems in a new manner.

  • UGC National Veda Vyas Sanskrit Awards

            The University Grants Commission has instituted Veda Vyas National Sanskrit Award to promote             quality teaching/research in Sanskrit, and to identify and recognize outstanding teacher and             award him/her for the excellent contribution in teaching/research/innovation/ new programmes and promotion of Sanskrit language.

The UGC has established 4 National Facilities Centre

  1. Western Regional Instrumentation Centre, Mumbai, Mumbai University
  2. M.S.T. Radar Facilities, Sri Venkateshwar University, Tirupati
  3. Inter University Centre for Humanities and Social Sciences IUCHSS, Indian Institute of Advanced Study, Shimla
  4. Crystal Growth Centre, Anna University, Madras

Inter University Centres (IUC)

  1. Inter University Accelerator Centre (formerly -Nuclear Science Centre),New Delhi

Inter University Accelerator Centre was the first Inter-University Centre to be established by the UGC in 1984. The primary objective of the Centre is to establish within the university system a world class facilities for accelerator based research. Its aim is to formulate common research programmes of research and development in collaboration with universities, IITs and other research institutions. It promotes group activities and human research development in experimental science and other branches of knowledge.

  1. Inter-University Centre for Astronomy and Astro-Physics (IUCAA),Pune

            Information IUCAA, Pune was set up in 1988 as an autonomous centre of excellence to help             initiate nurture and grow initiate research and developmental activities in Astronomy and Astrophysics in the University sector. IUCAA was set up with the basic purpose of providing advanced centralized facilities for subjects not adequately covered in the university departments and colleges.

  1. UGC-DAE Consortium for Scientific Research (1989), Indore

UGC-DAE was created in the year 1990 with the broad objective of developing competence and promoting research in front line areas of science and technology in Indian Universities by providing institutional frame work for optimum utilisation of major research facilities established by the department of Atomic Energy such as Dhruv Reactor of Mumbai, VECC at Kolkata and Synchrotron Radiation Sources at Indore. The facilities of IUC can be availed by scientists from any university.

  1. Consortium for Educational Communication (CEC) (1991),New Delhi

            Consortium of Educational Communication, New Delhi, employs media communication to cater to the needs of higher education in the country. Educational programmes are produced          byEducational             Media Research Centres(EMRCs) andAudio Visual Research Centres(AVRCs) located at various higher educational institutes in the country. These programmes are telecast on Doordarshan and Gyandarshan Channels

  1. Information and Library Network INFLIBNET,Ahmedabad

            An Inter-University Centre of UGC the INFLIBNET serves towards modernization of Libraries,             serves as Information Centre for transfer and access of information, supporting scholarships        and learning and academic pursuits through a National Network of Libraries in around 264      Universities, Colleges and R &D Institutions across the country.

  1. Inter University Centre for International Studies ,Osmania University Campus Hyderabad.

            The UGC has established Inter-University Centres (IUCs) for centrally providing state-of-the-art             equipment & facilities for the benefit of researchers working in different universities. So far,         these IUCS have been established mainly in the filed of science and technology.

  1. National Assessment and Accreditation Council (NAAC),Bangalore

            National Assessment and Accreditation Council (NAAC) was established by the UGC in             September 1994 at Bangalore for evaluating the performance of the Universities and Colleges in the Country.NAAC's mandate includes the task of performance evaluation, assessment and    accreditation of             universities and colleges in the country. The philosophy of NAAC is based on        objective and continuous improvement rather than being punitive or judgmental



UGC has appointed various committees for reviews and improvement of Library system in India

  • 1957- A Library Committee was established under chairperson of Dr. S,.R. Ranganathan. Report of this committee was published in 1959 under the title “Development of Universities and college Libraries”

Library Manpower is the most important aspect of this report.

The Report give due importance to staff pay scale and Training.

The committee was observed the status and salary of the library staff should be same as that of the teaching and research staff.

As a result of the committee report  a staff formula for university and college libraries was formulated

  • 1960 – A review committee was constituted under the chairperson of  Dr. S.R.Ranghnathan.

Committee submit its report with recommendations relating to objectives, curricula, admission qualifications  and minimum qualifications for teaching post.

UGC accept almost of committee recommendations and Committee report published entitled as “ Library Science in Indian Universities” in 1965.

  • 1964- Dr.D.S.Kothari Commission

The Government of India as appointed a Education Commission under Chairmanship of Dr. D.S. Kothari to evaluate the evolution system and as well as libraries.

The commission stated in the report “Nothing can be more damaging to ignore its library and to give a low priority ..”

The committee gives importance to demands for  library services and  library staff’s education.


  • 1983-- Prof. . R.C.Mehrotra Committee

UGC has appointed a committee under the chairmanship of Prof. R.C. Kothari in 24 Dec 1984 to consider the revision of pay scales, career/professional development and service conditions of the teachers in the universities and colleges.

The committee submitted its report on revision of pay scales of librarians to the UGC on 3m Sept, 1986. 

The committee also suggested for “ National Eligibility Test (NET) “ as the necessary requirement for lecturers, assistant librarian, document officers and college librarians.

The committee also suggest that librarians should be give duty leave to avail opportunities to attend summer schools,workshops,seminars to keep them aware with modern developments

  • 1988- Committee on National Network System


  • The UGC constituted a Committee on National Network System under the Chairmanship of Prof. Yash Pal.

Committee suggest measures for networking of libraries and information centers in universities, deemed universities, institutions of national importance ,UGC information centers ,R& D institutions and colleges

The committee prepared project report for creation of Information and Library Network (INFLIBNET) and in subsequent year, INFLIBNET came into existence

  • 1990 – Curriculam Development Committee on LIS

In Sept 1990, the – Curriculam Development Committee (CDC) on Library and Information Science was constituted under the chairmanship of Prof. P.N. Kaula.

The Report of Committee was published  by the UGC in the year 1992 as the “ Report of the Curriculum Development Committee on Library and Information Science”

Main focus of committee recommendations of CDC is revision of curriculam in LIS.


  • 1977 -  UGC also constituted a subject panel on Library and Information Science  with Prof. C.R.Kariasiddappa as Convenor.

The Panel felt the need of the immediate restructuring of the CDC report in the wake if rising impact of IT on libraries
